Winter 2011/12: fixed penalties

Following the entry into force of the partial revision of NarcA, another partial revision is now pending: The second part of the revision of NarcA on the subject of cannabis is now definitely on the political way. The only thing that remains is the fixed penalty model. On 11.11.11, the National Council Commission dealt with the Federal Council's response to its proposal, and the discussion in the National Council is scheduled for 2012 (number 04.439).
