====== Prosecution of Hemp-Related Offenses, 2009–2025 ======

**For the first time, this chart shows nearly all cannabis-related offenses reported in Switzerland. Unlike in the past, contraventions and misdemeanor are not listed separately here. We also include cannabis offenses in which other substances were involved.**

===== Statistics from the FSO =====

The statistics on narcotics offenses are not straightforward. It appears to be a complex database. That is why the figures vary depending on how you look at them. However, we are not allowed to run queries directly in the database; we have to rely on the published, selected figures from the FSO.

This year, the comprehensive table that breaks down data by cannabis (we’re not interested in the other substances) was not released at the end of March as expected. The FSO still needs to make some adjustments; it is now scheduled to be released this summer. That’s why we’re taking a different approach: police reports by criminal offense in the three categories of trafficking, possession, and use. The darker shades indicate charges related solely to cannabis, while the lighter shades indicate cases where other substances were also involved (we omitted these from our previous charts). Charges for consumption are contraventions, charges for trafficking are misdemeanor, and possession represents a mix of both.

====== Repression 2025: How much was confiscated? ======

**The table published by the FSO on seizures is a specialized and somewhat confusing one. For example, plants are listed under "hemp seeds". Nevertheless, it gives an idea of the quantities involved. We will compare the figures for 2025 with those from 2024 and 2023.**

First come the figures for 2023, then 2024, and finally 2025.
The number of seized **hemp seeds** fell from 23,631 to 7,733 and then to 4,736. The additional seizures in kilograms went from 1.28 kg to 5.79 kg and then to 2.23 kg. Exactly what “hemp seeds in kg” means remains unclear (only seeds, or including packaging?).

As for **hemp plants**, 170,000, 104,000, and 85,000 were seized. Young plants are no longer reported separately. For **hashish**, the figures rose from 1,195 kg to 1,332 kg and then to 1,347 kg. For **weed** (excluding the former category of dried plants with flowers), the figures rose from 2,378 kg to 3,494 kg and then to 5,849 kg. Although the number of reports continues to decline, the quantities seized are increasing. 

Another notable point is that in 2025, only 3,588 **cases** involving the confiscated weed were recorded, while 3,964 cases involving hashish were recorded. The fact that there were more hashish cases than marijuana cases occurred for the first time in 2024 and has now been repeated in 2025. 

While cases involving synthetic cannabinoids – or rather, **cannabinoid mimetics** – are not very numerous, the quantities seized – 10 kg, then 172 kg, and now a staggering 2,272 kg – are alarming: these are chemicals that are potentially toxic and far too potent... That is why we want to finally establish a legal market instead of the black market.
